Ching is just a prisoner within an Honk Kong prison that includes a population of Mainland Chinese prisoners. Ching escapes to see his young son, that has been put in a orphanage. The vengeful chief of security, Zau, arranges for Ching to be set up in the eyes of this Mainland gang, headed by the affable Dragon, although he surrenders himself to authorities. While fugitives, hook together, and Ching and dragon escape separately and bond. Ching is recaptured and instigates a riot to rescue their own hide.
